Martin Steiner’s practice is devoted to real estate transactions, land use and public infrastructure financing. His practice includes negotiating complex purchase and sale transactions on behalf of land developers and builders, negotiating development agreements for developers with cities and counties, assisting with formation and funding of public infrastructure financing districts and processing of land use entitlements.

Mr. Steiner graduated from the University of California at Davis in 1976 where he received a Bachelor of Science in Mathematics and was elected to Phi Betta Kappa. He received his Juris Doctor and Masters in City Planning from the University of California at Berkeley in 1983. He has been practicing law at Hefner, Stark & Marois, LLP since 1983 and became a partner of the firm in 1990.

Mr. Steiner has represented numerous builders and developers of all sizes, as well as school districts, financial institutions, sellers, buyers, investors and real estate brokers. Some of his major projects include Plumas Lake Specific Plan, North Vineyard Station, Ione Bond Restructuring, Laguna West/Gateway Oaks, Carefree Natomas/Carefree Boradstone, Lincoln Crossing, Sierra Joint Community College, North and Northwest Roseville Specific Plan and Stoneridge Specific Plan.

In addition to his real estate law practice, Mr. Steiner has served our community on a wide variety of boards and committees, including the Sacramento Food Bank Services Advisory Board, Chair and Board of Directors of the Sacramento Urban League and Board of Directors of the California Musical Theatre.
