Land Use Planning and Development
Hefner, Stark & Marois, LLP was a pioneer in this field and continues to emphasize this important area in the firm's present practice. This department of the firm has an extensive practice in general plan amendments, specific plans, rezonings, and development agreements. The firm has also taken an active role in litigation involving the California Environmental Quality Act, National Environmental Policy Act, and wetlands and endangered species compliance at all governmental levels. The firm has been instrumental in the formation and implementation of districts to take advantage of California's Mello-Roos Financing Laws. Projects represented include numerous residential, industrial, commercial and mixed use developments, including negotiated land acquisition and development agreements with cities, counties and redevelopment agencies.
