Howard Nevins has more than twenty years’ experience in representing a variety of clients in all aspects of bankruptcy and insolvency law. He currently represents bankruptcy trustees in Chapter 7 and 11 cases, debtors in Chapter 7 and 11 business cases, creditors’ committees, banks and other lending and financial institutions, other secured and unsecured creditors, lessors, purchasers of assets, and others, in California and various other states. His practice also includes financial out-of court restructurings and workouts, civil litigation, commercial law, real estate and appellate work. Howard has also served occasionally as a paid mediator in bankruptcy cases, though much of the mediation work performed by Howard has been done on a voluntary basis through programs established by our local courts.
Mr. Nevins graduated from San Diego State University in 1979. He received his Juris Doctor from the University of the Pacific, McGeorge School of Law, with distinction, in 1985. While at McGeorge, he gained membership to the Order of the Coif and the Traynor Honor Society. He also served as Comment Editor of the Pacific Law Journal, authored a comment entitled “The Application of Emergency Exemptions Under CEQA: Loopholes In Need of Amendment?” 15, Pacific Law Journal 1089, July, 1984, and was the recipient of the American Jurisprudence Award in Community Property. He has been practicing law at Hefner, Stark & Marois, LLP since 1985 and became a partner of the firm in 1992. Howard enjoys an “AV” rating from Martindale-Hubbell.
Using his experience in a wide variety of matters, Howard has served as a Dispute Resolution Advocate for the Bankruptcy Court’s Dispute Resolution Program in Sacramento since 1995. He also serves as a Settlement Conference Pro Tem Judge with the Sacramento County Superior Court. In those capacities, he has assisted many attorneys and their clients in resolving all types of bankruptcy, real estate, business and construction related disputes. Howard served as an officer of the Bankruptcy and Commercial Law Section of the Sacramento County Bar for several years, culminating in his service as President to the section in 1996.
Mr. Nevins has also participated in a number of continuing education programs on bankruptcy and bankruptcy related topics, both individually and as co-presenter on various panels. He previously chaired the bankruptcy portion of the Eastern District of California Judicial Conference, attended by judges of the district and practicing attorneys. He has also guest lectured at McGeorge School of Law on bankruptcy law.
In addition to his law practice, Mr. Nevins has served our community in a variety of ways. He has been involved in youth sports, arts organizations, programs for the developmentally disabled, and family service organizations. He has served on several boards and committees, and has actively worked to raise funds for many years on behalf of the Voluntary Legal Services Program.
