Hefner, Stark & Marois, LLP was founded in 1896 by Romeo Hughes and Hugh B. Bradford. In 1912, Samuel Cross joined the firm, followed by Frank A. Prior in 1924. In 1926 Mr. Hughes was elected Judge of the Superior Court of Sacramento County, in which position he served until his death in 1931. For many years Mr. Bradford served as District Attorney of Sacramento County. Later he retired from the firm and became City Attorney of Sacramento.

After World War II Elvin F. Sheehy joined the firm, then known as Bradford, Cross, Prior & Sheehy. He left in 1950 to become Chief Deputy District Attorney for the County of Sacramento. Later he was a Sacramento County Municipal Court Judge and then Superior Court Judge until his retirement in 1969.

In 1950, Loren S. Dahl joined the firm. In 1951, Hugh Bradford and Frank Prior retired from active practice and in June of 1951 Archie Hefner joined the firm as a partner. There were then three attorneys and two secretaries.

Mr. Cross was an active partner until his death in April of 1956. The firm used the name of Bradford, Cross, Dahl & Hefner from 1951 until 1969, when it became known as Dahl, Hefner, Stark, Marois & James. In 1980, Loren Dahl was appointed to the Federal Court for the Eastern District of California as a judge of the Bankruptcy Court. Since that appointment, the firm has been known as Hefner, Stark & Marois.

Hughes and Bradford had their first office in the Ochsner Building at 7th and K Streets. The firm of Hughes, Bradford & Cross took offices in the Forum Building at the corner of 9th and K Streets in 1915 and remained there until August 1, 1970, when it moved to 555 Capitol Mall. In 1986, Hefner, Stark & Marois relocated to the South Natomas area of Sacramento.
