Mr. Kammerer graduated in the top echelons of his class from McGeorge School of Law, University of the Pacific in 1985 where he made Dean's List and received the Best Oralist Award in Moot Court competitions. Mr. Kammerer went on to serve as an Associate Law Clerk to the Honorable Phillip C. Wilkins, U.S. District Court, Eastern District of California in 1985 and 1986. He received a Bachelor of Arts Degree in Environmental Studies (Law and Public Policy) from San Jose State University in 1981 with additional degrees in Economics, Public Relations and Speech Communications. Mr. Kammerer has been practicing law with Hefner, Stark & Marois, LLP since 1992. He has been a partner of the firm since 1998. California's Governor Pete Wilson selected Mr. Kammerer in the 1990's as one of thirteen persons nationwide to directly advise the Governor and his staff on better ways to implement the Endangered Species Acts for the benefit of listed species and the California economy. He was later selected to serve as Endangered Species Counsel to the California Endangered Species Act Reform Task Force made up of the California Building Industry Association, California Cattlemen's Association, California Chamber of Commerce, Association of California Water Agencies, California Farm Bureau Federation, California Forestry Association, Consulting Engineers and Land Surveyors of California, California Manufacturer's Association, Associated General Contractors of California, Metropolitan Water District of Southern California and the California State Association of Counties to draft legislation to improve the administration of the California Endangered Species Act. He has also been requested by various members of Congress to review, draft and provide recommendations concerning a host of proposed legislation to reauthorize and amend the federal Clean Water Act and federal Endangered Species Act and was selected to Chair a Blue Ribbon Task Force to the House Resources Committee of the104th Congress which prepared a 400 page report on the Endangered Species Act and Landowner Incentives / Removal of Disincentives. More recently, Mr. Kammerer has been retained by industry coalitions to draft several Programmatic General Permits to better implement the Clean Water Act's Section 404 wetland permitting program and to negotiate the extensive Endangered Species Act Section 7 consultation terms and conditions for those general permits. Mr. Kammerer has chaired and been a regular speaker at numerous conferences on the Clean Water Act, Endangered Species Acts, Land Use Law and Environmental Law over the past two decades; including most recently 13 conferences for CLE International from the early 1990's through 2007. He has also chaired numerous conferences on the state and federal Endangered Species Acts for the University of California, Davis. |
